Functionally reports to: Senior / Proposals Manager
Operationally reports to: Lead Proposal Engineer

Job Purpose

The Proposals Engineer will be responsible for preparing and compiling all necessary documents, technical and commercial inputs required for tender proposals. This role involves supporting the preparation and submission of bids while ensuring full compliance with client and company requirements.

Key Responsibilities

• Review and analyze tender documentation to understand technical and commercial requirements.
• Prepare and issue standard subcontract invitations to bid packages.
• Evaluate subcontractor bids (commercially and technically) and prepare bid tabulations with recommendations.
• Review procurement bid tabulations for material purchases and assess their technical/commercial merit.
• Assist in client meetings with the Proposals Manager to clarify technical or commercial queries.
• Prepare cost estimates for all related activities using computer-based norms and coordinate with Estimation Draughtsman for manpower and materials requirements.
• Prepare tender resumes (cost summaries) for management review and approval.
• Draft synopses of tender requirements, including payment terms, insurance, warranties, liabilities, liquidated damages, and bonds.
• Coordinate with Legal Advisor to ensure company interests are fully protected.
• Compile and prepare technical and commercial proposals for final review and submission.
• Prepare post-award documentation for handover to Project, Accounts, and Operations teams.
• Ensure compliance with company HSE standards and policies.

Qualifications & Experience

Education:

• Bachelor’s Degree in Engineering (Mechanical or Electrical preferred) or equivalent.

Experience:

• Minimum of 5 years’ experience in the Oil & Gas industry, preferably in proposal, tendering, or estimation functions.

Technical Competencies

• Strong technical knowledge in engineering disciplines
• Commercial awareness and understanding of contractual matters
• Proficiency in MS Office and relevant proposal tools
• Ability to analyze and compile technical and financial data
